Job Summary

We’re looking for a full-time, staff Subcontracts’ Administrator to join our American Ordnance team located in Middletown, IA. The Subcontracts’ Administrator is responsible for the cradle-to-grave subcontracts assigned under U.S. Government prime contracts. The Subcontracts’ Administrator manages subcontractor relationships for American Ordnance. The Subcontracts’ Administrator Responsible for the creation and execution of subcontracting documents required for American Ordnance prime contracts. This position participates in formulating strategies to reduce the total cost of services for the US Government and American Ordnance.

As the Subcontracts’ Administrator, here’s the work you’ll do:

  • Lead the development of a Subcontract Strategy and Plan to support program schedule and estimate; Assists Supply Chain Director in preparation of labor estimates to include SCA and DBA determinations, proposal support, attends supplier and program meetings, and visits client facilities as requested.
  • Manages full Subcontract lifecycle from preparation of the Recommended Bidder's List (RBL), issues RFQs (Request for Quote), receives and evaluates bids, prepares Competitive Bid Evaluation (CBE), conducts supplier negotiations, issues POs, administrates change orders and Subcontract closeout.
  • Updates Project Status Reports in a timely manner including current status of RFQ's, subcontractor data, committed delivery dates and receipt of subcontract deliverables.
  • Negotiates pricing with subcontractors and responds to requests for bid clarification, identifies areas of risk, establishes and maintains relationships with subcontractors, local operating union leaders and US Government facilities personnel.
  • Engages in timely communication with Supply Chain Management and/or Project Manager of potential problems to ensure and/or mitigate impact to scheduled dates/deliverables; Attends program meetings including Kick Off, and Program Status meetings as directed by the Supply Chain Director.

This role is for you if you have these skills:

  • Ability to prioritize workload and manage internal/external customer requirements utilizing resources to accomplish tasks efficiently and support schedule in a matrixed organization.
  • Excellent interpersonal, verbal & written communication skills.
  • Strong organizational, analytical and decision-making skills.
  • Proficiency using MS Office and SAP.
  • Lengthy experience in Government Contracting, FAR, DFAR, SCA/DBA.

And if you have these qualifications:

  • Bachelor's degree in Business, Supply Chain or related field.
  • 5-7 years of experience.
  • Government Security Clearance a plus.
  • Great attitude and team player. 
  • Must possess a valid REAL ID-compliant drivers license, which includes the gold or black star in the upper corner, indicating it is federally compliant.
  • Successful completion of background and drug screening process.

Compensation and Benefits

 

In compliance with this state’s pay transparency laws, the salary range for this role is $86,160.00 - $129,240.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).
