Job Summary

The Lead Analyst, Time Entry is responsible for the accuracy, timeliness, and compliance of employee labor charging and time entry processes across the organization. This role serves as the subject matter expert for timekeeping systems, supports audit readiness and regulatory compliance in a government contracting environment, and partners with Finance, Payroll, HR, and operations to resolve issues, strengthen controls, and improve reporting and process efficiency.

Responsibilities

  • Oversee daily and weekly time entry activity to ensure employee labor hours are submitted accurately, completely, and on time in accordance with company deadlines and labor charging requirements. Review complex or exception-based entries, resolve discrepancies involving project codes, pay types, or labor distribution, and escalate issues as needed to protect payroll accuracy and compliance. 50%
  • Generate and analyze timekeeping and labor reporting to support management decision-making, payroll processing, and financial accuracy. Identify trends, exceptions, and recurring issues, and provide actionable insights to Finance, Payroll, and project teams. 15%
  • Maintain compliance with internal policies and applicable government contracting, labor, and payroll requirements, including DCAA, FLSA, and SCA, as applicable. Support internal and external audits by producing accurate documentation, preserving audit trails, and helping ensure labor records are complete and defensible. 15%
  • Serve as the primary point of contact for time entry questions, issue resolution, and procedural guidance for employees, managers, and business partners. Develop and maintain user guides, training materials, and communications that improve understanding and policy adherence. 10%
  • Identify process gaps, control weaknesses, and opportunities to improve the efficiency and quality of timekeeping operations. Lead or support system enhancements, reporting improvements, and standardization efforts across departments and business units. 10%

KSAs (Knowledge, Skills, and Abilities)

  • Demonstrated knowledge of timekeeping, labor distribution, payroll support processes, and internal controls within a government contracting environment. Proficiency in enterprise timekeeping or ERP systems such as Costpoint, Deltek, SAP, UKG, Vantagepoint, Dassian, or similar platforms. Advanced skills in Excel and data reporting, with the ability to analyze and present workforce and payroll data effectively; experience with Power BI is a plus. Strong understanding of Service Contract Act (SCA) requirements and established government contractor timekeeping practices preferred.
  • Working knowledge of applicable compliance requirements, including DCAA labor charging expectations, FLSA, and SCA, as applicable.
  • Strong analytical and problem-solving skills, with the ability to investigate discrepancies, identify root causes, and recommend timely corrective action.
  • Effective written and verbal communication skills, with the ability to work cross-functionally and build credibility with employees, managers, Payroll, HR, Finance, and auditors.
  • Strong interpersonal skills. Ability to be decisive in Proficiency with ERP/timekeeping systems and reporting tools, with the ability to manage data across multiple systems accurately and efficiently.

Minimum Qualifications

  • Bachelor’s Degree in Arts/Sciences (BA/BS) in Finance, Accounting, Business Administration, or related field preferred. Equivalent relevant experience may be considered.
  • 3+ years of experience in timekeeping, labor processing, payroll administration, labor accounting, or related finance operations, preferably in a government contracting environment required.
  • Great attitude and team player. 
  • Successful completion of background screening process.

Compensation and Benefits

In compliance with this state’s pay transparency laws, the salary range for this role is $61,200.00 - $91,800.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).
