We’re looking for a full-time, staff Program Manager, Federal Services to join our Day & Zimmermann team. The Program Manager for Federal Services oversees high-visibility SubK and SOW and stafing contracts in support of U.S. National Security mission objectives. This role drives client delivery excellence and program performance, serving as the primary relationship manager and operational lead across contract engagements that generate $15,000 + in weekly Gross Profit. The Program Manager partners closely with government contracting clients to execute cleared staffing initiatives, capture growth opportunities, identify new areas of subcontracting growth opportunities and ensure service outcomes align with both SOC's standards and client expectations.

 

As the Program Manager, Federal Services, here’s the work you’ll do: 

  • Lead execution and oversight of client SOW/MSP programs, including workforce coordination, contract modifications, and operational support functions such as travel, expenses, and performance metrics. Serve as the primary point of contact for client sponsors and stakeholders, ensuring proactive communication, responsiveness, and issue resolution.
  • Drive exceptional delivery outcomes through recruitment coordination, talent placement, and performance management of cleared professionals. Maximize contract value by managing bill/pay rates aligned to client needs and internal margin goals. Represent SOC as a strategic partner in all client interactions.
  • Build and maintain trusted client relationships across DoD, IC, and Federal Civilian Agencies. Support organizational mapping, opportunity identification, and program expansion across active and new Subcontractor Admin relationships and or other managed service staffing programs. Contribute to the growth of cleared staffing solutions by identifying teaming, incumbent capture, and direct award opportunities.
  • Collaborate cross-functionally with internal teams including Business Analysts, VPs, and Delivery Leads to optimize account allocations and program strategies. Coach peers and contribute to internal capability development within the Cleared Services team.

 

This role is for you if you have these skills: 

  • Proven experience leading cleared staffing programs in federal contracting environments, including Statement of Work (SOW) and/or Managed Service Provider (MSP) engagements.
  • Strong client relationship management and customer service orientation, particularly with defense, intelligence, or federal civilian customers.
  • Demonstrated understanding of recruiting operations, program delivery workflows, and federal workforce compliance requirements (e.g., clearance, labor categories, FAR). 
  • Financial acumen including pay/bill rate negotiation, margin analysis, and operational cost control.
  • Strategic mindset with ability to scale delivery models nationally and support capture of mission-critical opportunities (e.g., surge recruiting, incumbent transitions, proposal staffing).

 

And if you have these qualifications:  

  • Bachelor’s degree required.
  • Minimum of 5 years of experience in staffing or program management roles supporting federal clients.
  • PMP is preferred.
  • Active security clearance is preferred.
  • Prior military service is preferred.
  • Great attitude and team player. 
  • Successful completion of background and drug screening process.

 

In compliance with this state’s pay transparency laws, the salary range for this role is $97,840 - $146,760. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).
