We're looking for an experienced Manager, Human Resources.
The HR Manager leads the HR function for a complex, unionized government contract with multiple unions, bargaining units, and job classifications. The role provides strategic and operational HR guidance to senior leadership, with a strong focus on labor relations, grievance oversight, contractual and regulatory compliance, employee relations, and workforce planning. The HR Manager leads the site HR team and advises leadership on talent reviews, succession planning, critical hiring, and significant personnel decisions.
This position is located on site in Hawthorne, NV.
As the Manager, Human Resources, here’s the work you’ll do:
- Lead day-to-day HR support for the contract and serve as a trusted advisor to senior leadership and managers. Provide guidance on staffing, onboarding, performance management, attendance, leave, employee development, workforce planning, and other employment matters. Advise leadership on key hiring and personnel decisions, talent reviews, succession planning, critical roles, and workforce risks.
- Manage labor relations matters involving multiple unions and bargaining units. Interpret and administer collective bargaining agreements, bridge agreements, wage determinations, and other contractual requirements. Oversee grievance intake, investigation, response, tracking, and resolution, and support negotiations and bargaining preparation. Partner with Legal and corporate Labor Relations on escalated disputes, arbitrations, unfair labor practice concerns, and other complex matters.
- Ensure employment actions comply with applicable laws, company policies, collective bargaining agreements, wage determinations, and customer or contract-specific requirements. Provide guidance on hiring, promotions, transfers, discipline, layoffs, seniority, scheduling, pay, benefits, leave, and other employment matters. Support internal, customer, and regulatory audits, and maintain required documentation and records.
- Guide managers on performance, conduct, attendance, workplace concerns, investigations, and corrective action. Lead or oversee employee relations matters and ensure consistent, well-documented outcomes. Support talent reviews, succession planning, leadership development, and identification of critical roles and talent risks.
- Oversee the development, maintenance, and updating of site HR policies, procedures, and standard operating procedures. Ensure processes reflect company requirements, contractual obligations, collective bargaining agreements, and applicable law. Identify opportunities to improve HR controls, documentation, consistency, and service delivery.
- Lead and develop the site HR team. Prioritize team deliverables and ensure timely case management, reporting, and documentation. Coordinate with corporate HR, Talent Acquisition, Payroll, Benefits, Legal, Safety, and other support functions to address contract needs.

- Bachelor’s degree in Human Resources, Business Administration, Labor Relations, or a related field, or equivalent experience. Required
- 7+ years progressive HR experience supporting a complex workforce. Required
- PHR or SHRM-CP, SPHR or SHRM-SCP, Labor relations certification. Preferred
In compliance with this state’s pay transparency laws, the hourly pay range for this role is $87,120- $130,680. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).
