Position Description
We’re looking for a full-time, staff Subcontracts Administrator, Government Services, to join the Day & Zimmermann team.
Responsible for the day-to-day management of subcontract negotiation/administration for complex commercial and government (FAR/DFARS) programs with domestic and international end use with primary focus supporting the Mason & Hanger business. Manage and/or conduct front-end strategic assessment of business pursuits, as directed by business partners, support proposal preparation, subcontract negotiations, and subcontract administration, including providing Supply Chain guidance with required subcontracting and flow-down provisions to ensure proper contract formation and compliance in accordance with customer requirements, company objectives and applicable laws and regulations. Subcontracts' subject matter expert for for all assigned programs of the business in addition to assisting and the GS Supply Chain Director as required. Manages subcontractor relationships for Government Services with primary focus on Mason & Hanger. Responsible for the creation and execution of subcontracting documents required for Government Services prime contracts. Supports and educates key operational stakeholders to ensure D&Z processes and policies, government contracting, SAP and Supply Chain processes are in compliance.
As the Subcontracts Administrator, Government Services, here’s the work you’ll do:
- Leads the development of a Procurement & Subcontract Strategies and Plans to support program schedule and estimate; Assists Supply Chain Director in preparation of labor estimates to include proposal support, attends supplier and program meetings, and visits client facilities as requested.
- Manages full Procurement/Subcontract lifecycle from preparation of the Recommended Bidder's List (RBL), issues RFQs (Request for Quote), receives and evaluates bids, prepares Competitive Bid Evaluation (CBE), conducts supplier negotiations, issues POs, administrates change orders and purchase order closeout; prepares small business subcontracting plans.
- Updates Program Status Reports in a timely manner including current status of RFQ's, supplier/subcontractor data, committed delivery dates and receipt of supplier/subcontract deliverables.
- Demonstrates advanced negotiation skills and responsible for suppliers/subcontractors' negiotation and responds to requests for bid clarification, identifies areas of risk, establishes and maintains supplier relationships and US Government facilities personnel.
- Engages in timely communication with Supply Chain Management and/or Program Management of potential problems to ensure and/or mitigate impact to scheduled dates/deliverables; Attends program meetings including Kick Off, and Program Status meetings as directed by the Supply Chain Director and/or Program Management.
This role is for you if you have these skills:
- Demonstrated knowledge of acquisition requirements for Government contracts (CPSR documented files, ISO 9001, S-OX, ITAR & EAR), including interpreting and applying FAR/DFAR requirements for inclusion in Subcontracts and PO's; Experience managing implementation and audit process of CPSR and "best practices"; Fundamental understanding of contracting principles and legal concepts; Ability to prioritize workload and manage internal/external customer requirements utilizing resources to accomplish tasks efficiently and support schedule in a matrixed organization.
- Forward thinker with quick adaptability to change; Possesses strong analytical skills to break paradigms and promote creativity within a matrixed organization; Effective communication and interpersonal skills with the ability to quickly build strong relationships within a matrixed organization.
- Supply Chain professional with developed business acumen and the proven ability to reduce supply chain costs and improve efficiencies through process improvement and innovation; Ability to manage confidential information with tact, diplomacy & poise; Strong organizational, analytical and decision-making skills; Possess advanced negotiation skills, identifies areas of risk, establishes and maintains supplier relationships.
- Ability to analyze data from various systems/sources to determine opportunity/root cause; Possesses a passion for process and problem solve with a natural desire to simplify processes and optimize efficiency; Highly proficient in MS Office, SAP/ERP with the ability to train and develop other teammates. Proficiency using MS Office and SAP.
- Lengthy experience in Government Contracting, FAR, DFAR, SCA/DBA

- Bachelor's degree in Business, Supply Chain or related field
- 5 -7 years
Ability to obtain clearance In compliance with this state’s pay transparency laws, the salary range for this role is $79,040 - $118,560. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).
